Maloney Pumping Plant and Sobrante Water Treatment Plant Improvements Project
Summary
This project includes the rehabilitation of a drinking water pump station, including replacement of 500-HP and 75-HP pumps. Additionally, the project includes extensive power upgrades to both the Maloney Pumping Plant and Sobrante Water Treatment Plant. The project was phased, with multiple constraints to allow the work to proceed with minimal impact to water delivery.

Scope of Work
Delve Underground provided schedule review and analysis services to the EBMUD on several projects, including the recent completion of the Maloney Pumping Plant and Sobrante Water Treatment Plant Improvements Project. We provided construction schedule support, including review of contractor baseline and monthly schedule updates, evaluation of time impact analysis, and schedule-related claims as needed.
Challenges & Innovations
Multiple constraints, including shutdowns and cutovers, necessitated the evaluation of several baseline iterations to adhere to contract requirements. In addition, we reviewed 41 monthly schedule updates and engaged in the examination and negotiations of three significant time impact analyses (TIAs).
These TIAs addressed issues such as the delayed delivery of equipment provided by the owner, the impact of COVID-19, and changes resulting from air quality permitting requirements.
