Keith is a principal engineer with 26 years of experience in civil and structural engineering for the design, inspection, and construction management of tunnels and underground structures for highways, transit systems, and sanitary and stormwater facilities in rock and soft ground. He also has expertise in condition inspection/​rehabilitation, the design of initial supports and final linings of tunnels and shafts, and trenchless engineering. Keith has served as project manager, structural engineer, and tunnel design engineer for new construction, as well as the rehabilitation of existing facilities. 

Keith holds a BS in Civil Engineering from the New Jersey Institute of Technology. He is a registered professional engineer in New York, New Jersey, and Texas.
