Amanda Morgan

Geotechnical Engineering Practice Lead

Amanda Morgan is a principal engineer with 22 years of experience, specializing in geotechnical engineering with an emphasis on underground construction. Amanda has a strong background in geotechnical investigations, ground characterization, ground improvement, and tunnel design, especially in soft ground. She has spent the last 17 years working on DC Water’s Clean Rivers Project where she has had many roles, including Geotechnical Manager, Resident Engineer, and Design Manager. The program includes approximately 20 miles of 23- to 18-foot-diameter soft ground and rock TBM tunnels, microtunnels, large-diameter shafts, adits, and near-surface structures. Construction methods include slurry walls, secant piles, sheeting, cement-bentonite walls, ground freezing, jet grouting, dewatering, and excavation in-the-wet. She led the geotechnical program for the Anacostia River Tunnels Projects, which consisted of a multi-million-dollar drilling program with an aggressive schedule to ensure the owner’s consent decree was achieved. She transitioned into the Design Manager, where she delivered multi-million-dollar design packages and managed design-build projects during construction. She has experience delivering projects using various delivery methods, including Design-Bid-Build, Design-Build, and Construction Manager at Risk. 

Amanda holds an MS in Civil Engineering and Geotechnics from Northwestern University and a BS in Civil and Environmental Engineering from the University of Tennessee. She is a Professional Engineer in Washington DC, Washington State, and New York.
