Tunnel and Underground Engineering Practice Lead – Special Projects

Brian Fulcher is a principal engineer with more than 45 years of experience working in heavy civil construction, delivering complex projects under various contract methods, including fixed-price, design-bid-build, target price, and design-build for water, wastewater, transportation, and infrastructure projects. Since joining Delve Underground in 2017, Brian has served as owner’s engineer, project manager, project director, and technical advisor on projects in the United States, Canada, and Panama. His tunneling and underground construction expertise involves soft ground and hard rock tunnel boring, shafts, complex support-of-excavation systems, deep foundations, top-down, cut-and-cover, and utilizing sequential excavation methods in difficult ground conditions. His project experience also includes cost estimating, intensive construction planning, and construction of bridges, mine sites, and marine works.

Brian holds a BS in Mechanical Engineering from Queen’s University, Ontario (Canada). He is a registered Professional Engineer in British Columbia, Alberta, and Quebec.
